That was the point of the federal HAF. No restrictions. It is a pure dollar 'incentive' to local councils to change their zoning and development and approval process.

Still. Subsiding literally anything.
And money is fungible. Offsetting an existing/planned housing expense gives money for anything.

This is a classic subsidy issue, if it is once subsidized it will always have to be subsidized. And if someone is doing it, you have to do it too. That's a summary of "free-market" economics since the 70's and 80's.

Or the city can reduce the psf subsidy year over year. From what I remember the previous program had to close because too many applicants, that's clearly an indication they should lower and optimize the psf subsidy to maximize projects built.

Glad to see the exterior is staying mostly the same, I always liked the look of this building. Just something about it being nearly square in shape really appeals to me. Anyone know the exact age of this building? All I can see in the historic aerial images is that it might be an add-on to a pre 1924 building.
Looks great. So far unless things change with the material, I really like it.

Glad they kept it simple. This is how a few others should have been. Keep the exterior form of the building.
