So that settles it, the white was a primer and the black is final. But why not coat them before raising?

May I ask why they are even being painted? Will these be exposed? I always thought the majority would be covered up. If they are exposed, why not paint them at the end?

Fire protection of the steel ?

The black will be a primer as well. The unpainted steel holding up the lower floors will all get coated in fire spray, the upper steel doesn't require fire spray as it isn't holding up occupied floors so they've painted it with primer (black is as easy to get as the standard grey primer), should any of that steel be planned to remain exposed to public view they will put a finish paint on it once the building is closed in.
