Are they using this as a laydown area for the project at 4ave/5st?

Their DP has been released, which usually means construction is imminent. A lot of the costs associated with DP approval are triggered at the "release" stage, which is why DPs for projects that seem to be stalled (think Cidex's Elbow River towers), while approved, haven't been released yet. That's also why I think this one will be getting underway very soon.
