I've only ever seen them on the exterior wall rather than the underside of a balcony, but it does make sense.

It's actually quite common in Calgary. Gives the facade a cleaner look.

Mark, Wam on Tenth, Waterfront, Evolution to name a few.
 
Most of the older in apartment buildings just had a pipe or vent sticking out of the side of the building, but looks much cleaner on the newer buildings having it under the balcony.

Older buildings are a given. I've yet to see this system in Toronto. First by Fram out of Toronto has vents in the curtain wall.

I'm still trying to figure out if that's my Ford Explorer in the foreground of your shot. I think there's a decently high chance that it is. :p
It probably is lol. If you were parked there that day, I would say there's a very good chance.
