Something something, ordering enough planes to justify building a facility to meet delivery time frames versus their current both side of the rockies suboptimal but already exists production process.
Roll some new (and the existing) firefighting planes under the Canadian Forces and all of sudden you're closer to the NATO 2%. I'm sure some other Government of Canada airplanes could use a refresh.. Add them in and maybe call this a defense contract and you're getting closer and closer to the 2%.

Skyalyne is buying 3 New but already built Q400's that Dehaviland had in storage for military training aircraft. But yes, the government should be looking at ways to support Canadian businesses when increasing defence spending.
