That would be better but we all know it would be off due to drought restrictions and when not it would be off due to lack of maintenance.

I don't think it needs to compliment it. Makes for a nice contrast IMO. I actually like it and am curious to see in person. Much more interesting than the bronze horses and cowboys plastered everywhere else.
 
Definitely don't prefer a horse or cowboy sculpture, but something to make this look like it's part of the same development, not just a random thing for the sake of a random thing.
 
We've all been caught in the rain at Stampede, I think it does work with the building, which has a canopy that people will definitely use to hide from the flash Stampede rain storm.
