Yea the whole stretch of Crescent heights hill or even a block or two should be rezoned to allow mixed use buildings with bars/patios/restaurants/shops on ground level/2nd storey and another 2-4 storeys max of premium residential units on top. It has the potential to become a huge tourist hotspot, unfortunately we rather cater to a few elites. I know its sounds like an extremely socialist idea but lets say if a strip of homes was bought up by a developer and a rezoning application was submitted and there happened to be an extreme outrage from the locals living along the land(very likely), what would that make them? The capitalist thing to do with that land is use it in the most efficient way possible to generate the most value for land. I really hope one day that hill can be put to better use.
