It's located at the very SE end of Bowmont Park, near Market Mall. It was under construction in the late summer when I had been there biking with some friends and our pups. There was some water in it at that time already (very swampy), and we had gone over some of the wooden walkways. Not entirely sure it's purpose, but I believe something to do with storm water management. There's a large centrifuge located on the NW corner of the ponds as well.
