Also, while the recent time change has made it harder for me to see this project in the daylight during the week, today I noticed some new tarps on the second tower. I am pretty sure these were not there last weekend. Hopefully that is a sign of tower 2 moving forward.

That's a building maintenance unit for washing windows as you said.

The sloped apex will hide the BMU as it slots in, so no garden. There will be an amenity room with open to above split story, so it will still look really cool.

Those tarps look to be over top of some column forms, so maybe they are gearing up to start casting the second tower.

And on that note, these photos were taken just now (4:15ish Wednesday afternoon). They are putting up new form work on Tower 2, and I saw the crane lifting a rebar cage up as well. Safe to say tower 2 is underway.

I was wondering that myself. I would bet it's at least one of the two reasons you mentioned.

Any progress there formwork wise MichaelS now that the snow up there has melted?

They're slowly getting the steel in place for the peak of the first tower. A cross beam and it should be full height.
