I’ve used those kind of ramps before and they’re not bad if you’re going up the stairs, but they’re not good if you’re going down the stairs. When going down your center of balance is kind of thrown by having to have the bike off to the side while you’re walking down the stairs. I find it very awkward.

Easy solution, ride your bike down the stairs
 
What makes them unusable trash? Ive used the tray style ones in Sweden and they seem to work just fine
Try to use it. They added one to a Crowchild overpass too and it is bad, I have tried to use it. Here is a streetview showing it:

Just goes to show it was a lipstick improvement made by someone who has never used one of these before and drives everywhere. I mean good on them for trying and adding it but do a little research and think about more about what the end user will experience.

Offset it from the railing or put it in the middle if you have limited space.

Yes, awkward is the way to describe it. Taking the bike down the stairs is not as easy as going up stairs, especially when it's a fairly steep pitch and isn't really very safe IMO.
 
Based on this city you’re probably right..
City of Calgary:
Progress is removing outdated historical structures and installing a modern sleek parking lot. Just think about the grain size of that crush. Is it 2mm? 3mm? Or do we get a company that spends some money and gives us an asphalt surface. One can only dream of that asphalt surface sparkling under newly installed lights as you pull your car up to the parking curb.

Unironically though, having grown up in the deep south east, my entire perception of Calgary has been shaped by the car. Parking lots, drive throughs, and highways are permanent fixtures of my childhood and adolescence. Those were the settings for countless moments in my life.

Shiiiiieeet... apart from the parking lot, that little montage sounds awesome to me. Cruising on a warm summer night, with that crisp yet cinematic Alberta light and a gentle breeze, blasting some good music...that's peak Calgary happy place for me.
