The building in the middle there is only part of it, they say it's open in building A which is the one on the left there. You likely have to go through the building lobby to get to the food hall.
Councillor Wooley's motion to enable "permanent seasonal" patio extensions (i.e. patios every summer) passed 13-0. City will have subsidies to fees/permits/etc; in the future the patio extensions are intended to be in the curb lanes,keeping the sidewalks open for through travel. (This was a real problem this year; the patios are great, but the accessibility challenges are massive going into and out of the street several times per block.)
Was visiting inlaws in Saint John, NB back in August, and they have that set-up in Uptown Saint John, with the patios in the parking lanes with the sidewalks open. Made for a very pleasant environment:
