New development doesn't increase revenue. Revenue is solely dependent on Council's choices.
An apartment building w/ ground floor retail would pay more property taxes than single family homes on an equivalent plot of land though? That's additional revenue for the city.

Every single family house in Calgary is replaced by a six plex through an act of god tomorrow, revenue to the city stays flat.

I don't quite understand. Property taxes are a form of revenue. It would increase the amount of property taxes paid to the city, meaning additional revenue. I'm not talking about profit.

City has 100 houses. Houses are worth $100,000 each. City Council sets revenue requirement at $100,000. Each house pays $1000 in taxes, city raises $100,000.

Year 2
City has 110 houses. Houses are worth $125,000 each. City Council sets revenue requirement at $100,000. Each house pays $909 in taxes, city raises $100,000.

So you're saying 5 single family houses vs 50 unit apartment + 3 retail stalls on the same plot of land would accrue the same amount of property tax in total?

No, that is not what I am saying. The mix of types of tax paying properties and number of tax paying properties and the value of those tax paying properties only changes the tax distribution among those tax paying properties, not the total tax paid by those tax paying properties.

It is pretty simple.

The city's revenues are set by a positive choice of city council.

They are not unpredictable, or gamable, except by choice. It is not:

Some places are like the lower. Until recently, a County in Alabama had has the same library tax rate for something like 40 years, unchanged. Definitely a worse practice.
 
I think you've mixed up to the airport, and to Banff. I haven't heard more frequently than hourly, and typically, every 2 hours.
CABRs latest releases have asked the province to save 3 trains per hour on their airport line for their Banff through running trains, but yes in things like the Bow Valley rail study have frequencies around that range
Of course, CABR doesn't have much to do with how often the province thinks they can run the train but even if it's a summertime peak frequency that would be so nice to turn it into a show up and go level of service.
