For this to go ahead interest rates have to be <1.5% for 2-3 Years
And Bentall green oak thinks canada is just BC and Ontario now

The owner has assets worth $230 billion. I don't think lending interest rates are that much of a concern.

It would also be facing huge write downs on its commercial office portfolio, so probbaly not in investment mode

Bentall's portfolio is mostly office. The asset bases against which it can borrow is shrinking by billions of dollars

IExperts speculate the office market could take decades to recover. It's not in the best interest of Bentall/ GWLRA/ Quadreal on behalf of BCIMC to sit on these diminishing office values. Rental income doesn't justify construction. GWLRA building The Livmore Eau Claire on some of the surface parking space couldn't hurt the portfolio's value. It would only cost a fraction of a percent of the overall portfolio value even after billions in lost commercial values.
