I would assume they would at least build the parkade and podium for the second tower. They can cost-effectively complete it after already doing the first one and then sell it off if they want for a good price. The parkades the most expensive part so someone can always come on later and build the tower. Arris went up quickly after, even though Bosa never sold it.

I'd bet form work for the tower portion.

To close this loop, seems they're just using the west side of the site to store the formwork between pours.

However, they haven't filled in the parkade knockouts to backfill, I'll keep holding my breath.
