Sam Bennett is that #4 pick for Calgary, by the way. The Red Wings got a #3 pick in 1990 (Primeau). The Calgary Flames have never drafted in the top 3; (the Atlanta Flames had #2 picks in 72 and 73). The only team to go longer without a #1 is Vancouver.
Yes, there's some pretty bad teams at the top of the table -- you don't draft that many high picks without some miserable years. But that table of top 5 picks also contains 9 of the last 10 people to be handed the Stanley Cup for the team that drafted them (the Kings drafted Dustin Brown at 13, although Drew Doughty was a #2 for them and is on that table). Not just the captains, but other core generational talents -- Landeskog, but also MacKinnon and Makar; Stamkos, but also Hedman; Crosby, but also Malkin and Fleury; Ovechkin but also Backstrom.
