They wouldn't be anywhere close to signing a lease yet. These "grocery" spaces are the same as school sites in new suburban communities. They'll design it for that (loading dock, warehousing, etc.) but no guarantee they have a grocer. It's in the marketing materials but for sure is not in the purchase documents.
In saying that, it's very likely this location can get a grocer, considering the growing population and Save-On and Safeway both being far enough away. I wonder if Loblaws brings the CityMarket concept they were planning to put into the EV before realizing the population that surround the EV. They have a couple in Edmonton and Vancouver in exactly this type of location.
