Probably related to building a temporary CTrain platform to allow the existing Victoria Park station to be demolished.

Or support facilities for field hospital or shelter space. Or temporary facilities to enable as much of the BMO to stay active while expanding.

That is a temporary shelter for the new utility complex that is being built as part of the changes to the Victoria Park station. Easier to see from the BMO centre side of the tracks but they have finished their excavation and shoring. You can see the building on the plans here:

It's not a painted roof. White membrane that accumulates dirt and other materials. What you see there is where the water pools around the roof drains. Not worth the money to go out there and clean it off for the sake of people who may be able to look down upon it from above to have a cleaner view lol.

This angle almost makes me glad they are tearing the Dome down, whoever designed those windows needed better glasses. And I think the building would have looked better if the currugated metal was rotad to be vertical. I wonder if anyone has ever climbed it...

I don't think it would work vertically with the curvature of the wall.
Anyways, I'll be surprised if it's torn down within the next decade.
