That's why so many young people (or even older people like myself) have tuned out the Herald. Their target audience is grumpy boomers, and though still somewhat relevant they are going down the path of the dodo bird if they don't re-invent themselves.

I think Vernon-Kelowna-Penticton is around 400K iirc. Definitely a possibility they could do a team. Halifax seems the most likely if doing one new team, but I think they should look at doing 3. Okanagan, London (or KW) and, Halifax. It would be a nice balance of 6 per conference. If possible...
