Is it legal to be doing demolition with no construction fencing?

They've cracked the code. Give everyone eviction notices, apply for a demolition permit which is issued 3 days later and demolish.
No land use change, no building permit application, no public hearings, just quick and easy demo. I'm assuming every heritage site in the city is now at high risk of this method.

Jesus Christ...between this, Lacey Court, Western Block, and even bulldozing Olympic Plaza the City has provided zero leadership in terms of preserving the dwindling number of heritage assets we have left in this City.

Baron, Petro Fina, Taylor, Teck ... only so much money to go around.

In any case, heritage investments, are we meant to freeze a street in time? I think in general heritage does as much harm as good, and is guilty of self-owns due to inflexibility.
