Join your CA, I did.

Our CA no longer provides a pro or against for proposals. We meet with prospective developers, give them feedback and encourage them to reach out to the affected neighbours proactively. We provide information to residents and help them navigate the development structures at the city. We've tried to set guidelines of what we like to see in developments, not all that I agree with. We will also summarize feedback we do get from the community.
I used to be be part of my CA. For me I just didn't have the time to commit to it, but there isn't much development in my area, so most of the debates tended to be about minor stuff. Meetings felt like you were live in a Next Door thread. lol.

Yes, bit of a long timeline. People typically blame the City but the applicant maybe isn't being cooperative?
True, and could be too that the developer, being a smaller outfit with less history is taking longer getting back on things due to manpower or volume. Relating to them being a newer developer it could be they are dealing with lots of changes/back and forth with the city that a larger more experienced developer would have avoided from the start.

Not to be a wet blanket but it could also be that the developer is no longer pursuing the project. It seems like a really long time for a project to be moving through the DP process. In checking their website this developer usually does very small scale stuff. Perhaps they can't make the numbers work on their proforma or are having trouble securing financing etc.
