Well now that they have 4 levels of underground parking, maybe the sea of parking becomes less valuable and they redevelop that land.

The sea of parking likely comes in hand when you have say...any event at all at BMO. Not to mention the tiny issue of Stampede

Tough to put the Stampede midway underground, though I suggest we try.

To say that lot is ONLY used for the stampede midway is a big disingenuous. There's a 5 star convention center and 19,000 seat arena that will require parking. You look at any convention/exhibition park in North America...there's either lots or decks surrounding them. Hate parking all you want, you need it
