LOL. What a waste of time, money, and resources. I'm assuming the developers are playing the long game (new arena and BMO center will increase demand), but for now they must be taking a bath on their investment. Too much parking in the East Village and surrounding area as it stands now.
 
^^^ or built it directly over the tracks as a long park sound-proofing a 2-block area of the hideous tracks.
 
I've come to the conclusion that, if you need to build a parking garage, your best bet is to design something that tries to blend in instead of trying to stand out. Producing beautiful buildings is hard enough even when you don't have to work around an inherently ugly function.

Even Calgary has a few examples of much nicer looking ones.

My favorite is still the Colors parkade.
