I usually go by 12 floors as the defining number (based on Emporis), some go by 10 floors. IIRC the council on tall buildings uses 14 floors.

I feel like, other than CTB, most sources use 10 floors for office, 12 floors for residential as the standard. But typically just straightup 35 meters (or in the states 100 feet for a lil sneaky cheating )
