With projects of this type is the city now requiring them to pave the rear alley or is that something developers have the option of including to help appease the neighbours / sell units?

According to my neighbours who were here when this condo (https://www.google.com/maps/@51.066...4!1sNAjYUyZ_Vv624Ko4ehAceQ!2e0!7i13312!8i6656) was built said the developer promised to pave the alley to the parkade entrance but never did

In some cases the developer offers to pave the alleyways, for example the case of Sola, the developer offered to pay for the alleyways. Probably sweetening the pot for the neighbours who were complaining about the project.
