Apologies for being too lazy to search this, but does anyone know the difference in cost between an active mode only underpass and one with say two vehicle lanes? TBH, I'm mostly ambivalent about, but if the cost difference is big, then I'd be okay with active mode only.

you're right, it doesn't seem crazy wide when using it, but 5th street is almost double the width.

Expropriate and do it right? Its surface parking on all four corners.

The difference is that the 5th street underpass was built in the 1950's with an upgrade that was completed in 2022. The 11th street crossing is an existing surface crossing.

I’m pretty sure 5th street underpass opened in 1979/80 - I remember the ribbon cutting being on the news.
