These are meant to be condos aren't they? Isn't it a bit unusual for a building to be this far along without sales underway? One would think owners would want to choose different design elements that would impact interior installation..

I am pretty sure these are purpose built rentals. I can't imagine they would build an entire tower on spec.

They are most definitely rentals, and it was always intended to be rentals.
