There is no parking requirement for non-residential uses in the bylaw, they got removed in 2021 (and for ground floor retail of mixed use buildings in the Beltline, they have been removed much, much longer, I think since 2007ish?....). So no need to have allowance for the retail component.

For the relaxation for the residential component, this is a good location to allow for it. The City has parking policies that support the relaxation of residential parking in these sort of areas:

Assuming the developer has completed a parking study and is facilitating other active modes (often an oversupply of class 1 bicycle parking), it should be good to approve as a relaxation. It is not like a resident could live here, and park a car on-street full time, so there really isn't much risk to the existing residents of any sort of negative impact.
