    This is my understanding as well - at least when it was initially constructed. The strategy may have changed since. Chumir is classified as an “office” use (think professional building) not as a “care” facility (think hospital). No overnight stays are permitted at Chumir.

    But the City has already committed funding (over $100M). They are hoping for the Province and Feds to kick in. Personally, I agree that an indoor 400m track capable of hosting certified track events during the winter would be more of a draw, but I’m certainly not an expert or part of the track...

    I’ve never heard of a “Stripping and Grading” or “Shoring and Excavation” DP - these sound more like BP applications. Oh well - anything to speed up the process I guess. In the new Site Plan there doesn’t seem to be any exterior Plaza area - certainly not the size of the Red Lot anyway...
