Given that Cairo is a developer themselves, I wonder if it's a construction contract where instead of payment, they get equity based on how much they spend on finishing construction. Otherwise, I doubt Strategic is very bankable...
Sound proofing between a music venue and residential is not something that a Calgary developer would want to pay for. There's enough money available in places with higher costs, but I don't think it would be cost-competitive enough here.
Take a look at SFU. It's a good example of brutalism done well. I personally think the main differentiating factor is greenery, and the nice view certainly doesn't hurt. It's unfortunately rather hard to grow greenery that extensive in Calgary.
If this conversion goes through, I wonder if they will be able to keep Sole in the building. It's a karaoke place so doesn't bother office tenants that won't be there in the evenings... but I don't see it being compatible with housing.

I'd agree with you on Edmonton Trail. That road is just way too wide there!
My guess is that EC living isn't doing so well financially, given that it appears the city had to holdback money and complete the curb repair themselves.
Major improvement to the part of the sidewalk immediately butting up against the development... now to hope the city or developer improves the corner at 14th. It has really bad pedestrian visibility.
I'm perfectly fine with a larger building from an outsiders perspective, but if looking at it from a developer's perspective I'd worry about being able to sell / rent a tower's worth of units.
