There are some doubts about this project in this thread but the partial building permit is now released. Hopefully soon we will see a big hole in the ground for the 4 levels of underground parkade. Future 31 storeys of residential with the main floor mostly reserved for commercial retail units.

It might already be starting. There were people at site today. No heavier equipment, but at least two or three guys with vests.
 
Renders from the architect's site. Looks good, especially with two way traffic on 4th ave. and on 6th street also.

It's a little thick for a 30-ish storey building, but that's really my only gripe...overall I think it's going to be a good looking building.
