My guess is that it was always going to switch to the new design which is clearly VE'd. It has more similar architectural components to the rest of the buildings which probably has some cost savings.

Throw in a fancy render to try to win the crowd. Once height is approved, VE it. Height didn't get approved so just go back to the original design.

I can assure you, that wasn't the case.

Will be interesting to watch the lifecycle of this grass roof at a wild sloped angle. Very cool and got some developer money backing, but tricky spot to grow grass!
