The applicants were asked about that at CPC. I can't remember their answers, made it sounds as if the existing office building and structure would make that rather difficult. It is an interesting conundrum. The rules are clear in the ARP, adminstration even offered compromises, but in the end...
The ultimate decision is up to Council. CPC just makes recommendations on land use. Also, this was discussed in this project's thread:

Interesting. CPC voted 5-4 to recommend refusal of this land use to Council. This is in line with Administrations recommendations. The reasons are outlined in the report:

To be clear, I don't think Quantum Place is the developer, they are the planning consultant. And actually, they are winding down operation in the new year (founder got a new job with an international developer). I imagine they will continue to take this land use redesigntation through to...

This is insane to me. I mean, I get that Alberta is a great place to live, but what is going on with the rest of Canada? Surely this is sparking some serious conversations within our federal government about funding allocation?
