Personally, I see no issue with a windowless bedroom. Means dark, quiet sleeps. I assume this building has AC too so no need for air... -

For a new build that replaces the sidewalks I would agree but they pretty much left the ground floor completely alone

Public realm improvements not happening at time of redevelopment is baffling to me.
