Doesn't really matter, they'll get the most growth in spring and them slow by mid summer, so it depends what you're going for.

Those look to me like Siberian Elms, which do not handle Chinooks very well. As much as I hate seeing mature trees cut down, unfortunately with Siberian Elms they just aren't well suited for our climate and experience massive die offs every few years. I've had to remove many.

Lilac bushes do well. Lilac trees are a little more iffy in our climate but I imagine they'd do okay in the core.
