    I’m not surprised it had reversed. I’ve always maintained that most of the migration for people in that age group is due to either schooling or job opportunities. 20-24 age bracket would be more for schooling, but 25-29 more for job opportunities.

    That makes sense to me. Skilled labour pools take a long to build up, and for some cities, they never build up. I’m sure companies look at the long term history of tax rates in an area, but they can be changed overnight with a stroke of a pen, whereas a labour pool takes a long time to change.
