    Could it make sense to also include proximity to city centre as another input in the frontage tax? I can see pros/cons to it, but I think its another factor to smooth things out. Frontage/lot size alone don't necessarily scale to the roads/utilities in curvilinear neighbourhoods.

    It would take a lot more time and careful planning, but the Cowboys Park paving could have facilitated ice rink(s) among other things. The park already has basketball, beach volleyball, skate park, and bouldering...it should just be a multi-sport area that can accommodate some special events...
