Could it make sense to also include proximity to city centre as another input in the frontage tax? I can see pros/cons to it, but I think its another factor to smooth things out. Frontage/lot size alone don't necessarily scale to the roads/utilities in curvilinear neighbourhoods.

It would take a lot more time and careful planning, but the Cowboys Park paving could have facilitated ice rink(s) among other things. The park already has basketball, beach volleyball, skate park, and bouldering...it should just be a multi-sport area that can accommodate some special events...

Recreation stuff definitely seems like it should be the highest yield for engagement I can see some merits to this site in the sense that its pretty well contained by hostile barriers, but there will be plenty of social disorder that spills out. It would be interesting to know the hard costs...

No argument here, but we've backed ourselves into a bit more of a corner with the parkade (demolition cost for redevelopment), and this lot almost certainly has more revenue per sq meter than any other P&R, so it should be near the bottom of the list for TOD. Sirocco lot would be a good one...
