It will be a complete restart with another public RFP. The site and program has fundamentally changed from the previous iteration, not much design work will be salvageable. Doing preliminary design work doesn't necessarily help design firms win open RFPs - in fact, it often works against them.

For comparison - this is where Oktoberfest takes place. I think it would be possible to improve the perimeter of Stampede park, but the interior is likely destined to be a paved expanse.

Great news! And a much better schematic layout that avoids the pitfalls of shoehorning the project into a small site. The new plan is much more feasible for retail lining the project on the north and west, and the inclusion of a mixed use tower is a huge positive.

I don’t think there’s a need to blow up the team, sometimes teams have an off year (2020-21 Flames for example). If next season is another disaster then it’s time for major changes.

Don't think I said anything about parked cars did I? My point is that the current setup is mediocre urban design that is not great for pedestrians nor businesses, as is evident from your screenshot!

Apologies for this tangent: I spend a lot of time in Toronto as well (unfortunately 😂) - specifically Bloor / Ossington area, and I'm gonna have to disagree with you on that one! Obviously the lanes are great for cyclists, but on a retail intensive high street they are taking up limited space...

Bike lanes aren't really a great fit for retail high streets with lots of pedestrian traffic. They've got them on Bloor in Toronto and it's annoying AF.
