It's an old building. They are most likely completing asbestos abatement prior to demolition of the building. It would also explain the tarps over the entrances and windows.

Dead right. I think most people here agree that by doing that, they could have come up with a far superiorr plan for the area. By just building shiny new high rises with retail at the base, there is absolutely no guarantee that it will be successful.
