It's quite matte looking but I see some decent reflectivity along the base of the fin and decent specular lighting\reflection on the fin itself. We'll have to see more of it and in different lighting, but I feel like it won't be overly flat or matte. Thankfully.

So this will just be a flat panel with extrusions bolted to it? Was hoping something with more form would be the final product...
 
Because it's being projected on from below, the material needs to be matte to show the projections. Too reflective of a material would just mirror the projections away from the viewer on the street. I imagine it'll end up looking rather dull in appearance during daytime as a result, but the pattern of the fins if done correctly might make up for some of that.
 
I'm not too worried about the panel and fin, they're quite far from eyesight and as @Roaring Flames says, the finish could work well with the projection. Not to mention, how long would it actually stay reflective? I think it would get dirty pretty quickly being close close to a dirt track and gravel parking lots lol.
 
Looks like our dreams are coming true… massive amphitheater in the Stampede Masterplan.

With the projected size of the combined Saddledome and Stampede HQ lots , they should include some restaurants with balcony seating facing the amphitheatre, and an indoor theatre alongside the outdoor amphitheatre. That way it doesn't feel quite as abandoned during the cold winter months.
