Would imagine they need to keep the SE ramp in place until they have the vast majority of interior steel and concrete seating stands in place...the design of the loading ramp would not be conducive to those kinds of materials, let alone lifting them with no crane.

I was basing when the ramp comes out off what they were saying in the media releases that stated the ramp would be coming out as soon as the loading dock was finished. I definitely think what you say here is more realistic though.
 
I'm somewhat surprised they didnt add a shallow "premium" sky seating area on the south side, opposite the press level. Looking at the drawings, its a just a shell space with utilities in the corners. Obviously wouldn't be cantilevered out like the press box, but, seems to be 24+ feet of space there

I was thinking the same thing. Wouldn't even need to be premium, I say that because I'd love the view from there.
 
It's definitely something they looked into, and was included in the previous Event Centre design. My hope is they simply didn't have the budget for suites up there, and they purposefully left the area empty so they can be added in a future reno.
