Land use applications usually aren't very sexy, but this one is., especially considering the parcel next to it also has the same kind of land use application. My only gripe is that they didn't go for a higher height limit, but I can live with 26 floors as a max. Also with the size of the lots as they are, you could easily do two towers per lot. We could be seeing as many as 6 towers in that area in the not too far off future.

With those cylindrical pillars It kind of looks like Centennial in the background, and could be from the angle of those two empty lots in Eau Claire that is slated for an 8 tower development. Nothing has been made public for that site, but we know there was a land use application for the overall project of the 8 towers, and it was approved Sept 9. The 8 tower concept also mentioned a hotel component. Maybe we are seeing the beginning leaks of the Allies and Morris project.

We might be on to something here :)

I assume it is in the Beltline, they're calling it Greater Downtown. If it was downtown, they'd say downtown. They also mention Stampede Park quite prominently on the website. Crazy to think of four hotels around stampede though...
Yeah they do mention that. I'm thinking the background building is only filler.

The columns look like Eighth Avenue Place from the South. But the buildings in the foreground are 517 10th Ave and Oliver, and there doesn’t seem to be an obvious plot
 
When the City Centre (now Petronas) tower was built in Eau Claire back in the 2010s, there was a plan for a second tower on the west side of the block that was supposed to have a Fairmont Hotel. The second phase never happened, obviously. But the building in the rear right kind of gives me the vibe of that building.
