Looking at Surreal's image, i'm wondering of this could really be built? With the train being underneath, but at a shallow depth, could those buildings be built on top of it?

Buildings can be built on top, but underground parking would be an issue. Of course being beside a train station this is a great place for zero parking buildings.
 
Lowrise buildings with little or no parking and deeper parking with a couple of mid rise towers on the NW corner would work.
 
They should build Barcelona style courtyard buildings here. Their super blocks are great, where the outer roads of the 3x3 building grid are collector roads. Then the inner roads are very low speed and pedestrian friendly with benches and playgrounds.

Is that by the Marda Loop Safeway? Yeah that building works great. It’s one of the many reasons why Marda Loop is one of the top areas in town. Why not build 10 of them right?
