With the addition of the extra two floors, the design has changed. There's been no updated render shown here of the front, only the back.
 
So the penthouse is getting enveloped? That's too bad, thought that would make a great VRBO lol.
The penthouse was demolished. The two new floors are almost structurally complete.

Next week the new Council will be looking at the budget for the year. Note that this is just the final year of the 4-year overall budget passed in 2022. The document outlining everything can be found here:

Why is this relevant to this thread? Well, I saw this tidbit in there, and I can't remember if this is something that was previously announced, or is this a new public contribution to this project (page 10)?

That's been the deal for several years now. Because they are getting more per square foot than the office conversion program allows, the city had to create a separate grant for them, but similarly, they don't get the money until the building is finished, which is why it's showing as 2026 I assume.
