As you can see there's a wall up to 5th Street where the plaza becomes level with 14th Avenue.

I'm just not convinced that wall that is 4 feet above grade will end up being 4 feet above 14th Ave. I also took this to show that it isn't hard to actually raise 14th Ave. I'd assume the south side of 14th Ave and east side of 5th Street will be upgraded along with the other sides of those roads.

Temporary road closure:

12 Avenue S.E. between Stampede Trail S.E. and 5 Street S.E.

Starting November 10, 2025, The City of Calgary will temporarily close 12 Avenue S.E. between Stampede Trail S.E. and 5 Street S.E. to vehicles until early January 2026. This closure supports the crane installation for ongoing steelwork at Scotia Place, a key project in Calgary’s Culture + Entertainment District (The C+E).

I think what you are seeing is the planter bed for the tree landscaping, between the plaza and sidewalk, above the community arena. hence why stairs are needed on east side, bc the road is sloped east. When you look at the picture below from Ryan Pike, there doesn't appear to be any height variance from the actual arena concourse.
