Once BP is issued, it usually indicates construction is imminent, as a BP for a project of this size would trigger fees owing to The City of hundreds of thousands of dollars. So we should hopefully be seeing some equipment on site very soon.
From what I've seen over the years, that's definitely the case, and on the city city it says the DP was released. I think we can expect to see a couple more towers hit the MacLeod Trail skyline.

Why do these renders look like a High School design studies project?

Often (well, many) times clients don't want to allocate any funding to the architect's design team or an external renderer for anything more than these done quickly in-house. It sucks, but not everyone places a premium or priority on getting fantastic external renderings done (as much as we want that; I know I would love that more for sure).
 
These are also likely rental buildings, so why spend money if you aren't selling anything? Sketchup or Revit renders usually suffice for leasing.
 
I think there's sometimes more value in seeing a building in its ugliest/rawest form, so people can focus on the actual design and function. Golden-hour lightning, unrealistic window transparencies, fake crowds, Range Rovers and Audis...those are just there to distract you from reality and to mask any potentially poor decisions.
 
Just drove by, no fence, no work of any kind going on, and no sign that there had been any recently.
 
The towers are biting as hell, but practical as hell. Given the roads they face onto and the area they’re in I wouldn’t spend a lot in making them look nice either.
The run here is a few hundred units within TOD distance of Hertitage station.
