They do indeed
I'm not sure if it has yet...I believe they were digging out some sort of basement. My guess would be about 6 weeks or so, as the drilling rigs haven't been on site yet, but I wouldn't be surprised if they arrived soon.

The boulders that you see in the picture were brought in to stabalize the walls, they have since brought in some fill material to reduce the slope and raise the floor of the pit.

For sure. They would have to refill the pit and stabilise the area before the drilling rigs get there.

What are the rules for developments when they just have a DP? Can they start excavation without the BP? Is there a special permit for it?

The construction schedule calls for completion in Q2 of 2020. Sounds ambitious but Ellis Don who is the G.C. for this, built Portfolio on 13 Ave in 18 months or so. Hines Block is a much larger project of course.

I got the impression they are targeting to finish both. That's why is sounded very ambitious to me.

Since there's been no sight of a DP or BP for the northern phase, it for sure will not be built by Q2 2020
Nice to see a drilling rig on site. I figured this one was going ahead, but this confirms it.
